This tutorial was written by me on February 22nd, 2014 and was written assuming you have a working knowledge of PSP. You will need the following supplies:

Font: I used Plebeya Swash Caps, a pay font. A google search will result in multiple links.
*Note: when referring to drop shadows, I use the following abbreviations:
V = Vertical
H = Horizontal
O = Opacity
B = Blur

Place the mask in your PSP mask folder or a folder of your choice.
Open the template in PSP, shift + d to duplicate; close the original.
Delete the credit and rectangle layers.
Change the canvas size to 800 x 750. Unhide the background layer and flood fill the blank areas with white.
Activate Square 4; select all, float and defloat. From the kit, open Paper 1 and resize 70%. Copy and paste as a new layer and arrange as desired. Invert selection and tap delete. Deselect and delete original layer. Apply a drop shadow of choice, I used V: 0, H: 0, O: 55, B: 14
Repeat these steps for the following layers:
Square 5: use Paper 1, but mirror it before you copy.
Thin Rectangle: use Paper 10, resize 80%
Square 1: use Paper 3
Square 2: use Paper 5
Circle 1: use Paper 4, flip the image
Circle 2: use Paper 4
Square 3: use Paper 10. Do not deselect. Resize the tube 80%, copy and paste as a new layer and arrange as shown. Use the eraser to remove the part of the tube that extends past the selection at the bottom. Deselect. Apply a drop shadow of choice to the tube, I used V: -6, H: 2, O: 38, B: 18
From the kit elements, open Frame 1 and resize 65%. Copy and paste as a new layer and arrange over the top right circle. Duplicate, mirror and arrange over the bottom left circle. Apply a drop shadow of choice, I used V & H: 2, O: 55, B: 10.
Add the rest of the elements, I used:
Fan2: resize 70%; free rotate 35° left and sharpen.
Element 5: resize 60%; free rotate 20° right and sharpen.
Lipstick: resize 40%
Mask2: resize 50%
Flower 1, 2 & 3: resize each 20%, duplicate as desired and arrange as shown.
Butterfly 1 & 2: resize each 20%
Apply drop shadow above to all elements.
Active the Heart layer; select all, float and defloat. Add a new raster layer and flood fill with #7c4ce1. Free rotate 20° right.
Activate Heart2 layer; select all, float and defloat. Add a new raster layer and flood fill with #4e972d. Free rotate 20° left. Arrange these two hearts on the top left square, see my tag for reference. Apply drop shadow above to each heart.
Activate the dotted square layer. Change the foreground to #fdfe3d and the background to white. Activate the colour replacer tool (located in the fly-out menu below the paint brush tool) and change the settings to:
Center the brush on the canvas and left click. Duplicate this layer and move one of the layers above the tube. Use the eraser to remove the dots that cover her hair. Drop shadow the bottom layer only.
Hide the background layer and merge visible. Resize merged layer 95%. Unhide the background and add a new raster layer. Change the foreground to #7c7ce1 and background to #4e972d. Change foreground to gradient using these settings:
Choose Foreground/Background from the drop down menu.
Flood fill the new layer with the gradient. Apply MC mask #14 and merge mask group.
Add your name using a font of choice and apply drop shadow above. I used the same colour as the dotted square.
Crop and resize your tag. I resized 80%, then 90%.
Add all applicable copyright and license information. Save your tag as a png and you're finished! I hope you enjoy your new tag.
