This tutorial was written by me on January 28th, 2014 and was written assuming you have a general knowledge of PSP.  You will need the following supplies:

Beautiful tagger size scrap kit by JT's Designs called "You're The One" is available at Scraps From The Heart.  Thank you for this lovely kit Jane!

Font: AL Any Time, HERE.

*Note: When referring to drop shadow settings, I use the following abbreviations:

V = Vertical, H = Horizontal, O = Opacity, B = Blur

~~ Remember to save often! ~~

Place the mask in your PSP mask folder or a folder of your choice.

Open the template in PSP, shift + d to duplicate and close the original.

Delete the credit layer and change the canvas size to 800 x 700.

Activate the background layer and flood fill the blank area with white.

Activate Rectangle 1; select all, float and defloat.  Open Paper 10 and resize 70%.  Copy and paste as a new layer.  Invert selection and tap delete.  Deselect and delete original layer.  Apply a drop shadow of choice, I used H&V 0, Opacity 58, Blur 12.

Repeat these steps for the following layers.

Rectangle 2: Use Paper 10
Strip 1: Use Paper 5; Drop shadow: V&H: 2, O: 58, B: 8
Circle 1: Use Paper 2.
Circle 2: Use Paper 5; do not deselect.  Resize the tube 85%.  Copy and paste as a new layer and arrange on the left side, within the selection.  Use the eraser tool to remove parts of the tube outside the circle selection on the left side and at the bottom.  Deselect.  Apply a drop shadow to the tube, I used V: 0, H: 8, O: 38, B: 15
Strip 2: Use Paper 2. Use same drop shadow as Strip 1.

Apply drop shadow V&H: 0, O: 58, B: 12 to the two glitter circle layers.

Activate Dotted Line 1; select all, float and defloat.  Add a new raster layer and flood fill with #d4dcef.  Deselect and delete original layer.

Follow these steps for Dotted Circle (with the same colour) and for Dotted Line 2 (using #9c0a22).

Now add your elements, I used:

#12: Resize 40%; duplicate, flip and mirror.  Arrange as shown around the main circle.  Apply a light drop shadow to each layer, I used V&H: 0, O: 20, B: 10.
#2: resize 40%; mirror.  Paste again, resize 35% and mirror.  Move below first layer.  Drop shadow: V&H: 0, O: 58, B: 8
#1: resize 55%; copy and paste above background layer.  Duplicate and mirror.
#40: resize 50%, copy and paste above heart scatter.  Duplicate and mirror.
#20: resize 30%, then 85%.  Duplicate and mirror.
#9: resize 35%

I added the text "... is Lighthearted" below the word art.  If you would like to do the same, use the font AL Any Time, size 48, stroke 0, colour #21272c.

Hide the background layer and merge visible.  Unhide the background layer and add a new raster layer; select all.  Copy and paste Paper 16 into the selection.  Deselect and apply DBV Mask #156; merge the mask group.  Use the raster deform tool to adjust mask size and placement.

Crop and resize your tag.

Add all applicable copyright and license information.

Add your name using the font AL Any Time, size 78, stroke 0, colour #21272c.

Save as a png and you're finished.  I hope you enjoy your new tag and thanks for trying my tutorial!
