This tutorial was written by me on April 18th, 2013 and was written assuming you have a general knowledge of PSP. You will need the following supplies:

I used the amazing art of Carlos Diez. This beautiful tube is called "Anna Mateeva" and you can purchase it at Up Your Art. Please don't use without a license.
Circle Mask by Monti.
Font used: La Portenia de la Boca, HERE.

Place the mask in your PSP mask folder or a folder of your choice.
Open a new image, 800 x 700, white background.
From the kit, open element 26 and resize 60%. Free rotate 90 degrees left. Duplicate, resize 85% and position on the left side behind the original. Duplicate and mirror. You should have something that looks like this:
Activate the first layer (center frame) and click inside the frame with the magic wand. Selections > Modify > Expand > expand by 5. Activate one of the other frames and tap delete. Repeat for the second frame. You should now have this:
Merge the three frame layers together.
Using the magic wand, click inside each of the frames and expand the selection by 5.
Open Paper 14 and resize 80%. Copy and paste as a new layer and move below the frame layer. Arrange as desired, invert selection and tap delete. Do not deselect.
Open element 62 and resize 70%. Copy and paste as a new layer and arrange on the left side (see my tag for placement) Tap delete and deselect. Duplicate the tree and resize 80%; mirror and arrange as shown in my tag.
Open the tube and resize 85%. Copy and paste as a new layer above the frame. Activate the frame layer and use the magic wand to click inside the center frame. Using the eraser, carefully remove the parts of the tube that overlap the frame at the bottom and on the left side. Deselect. Apply a drop shadow to your tube, I used V 2, H 5, Opacity 50, Blur 15.
Drop shadow the frame and trees, I used H&V 2, Opacity 50, Blur 10.
Now add the other elements; I used:
1: resize 20%
3: resize 25% and mirror
4: resize 20%, then 70%
9: resize 30%
10: resize 30%
11: resize 65%
42: resize 50%
43: resize 50%; duplicate and mirror, arrange behind the tube and erase any excess. Duplicate as many times as desired to create the effect you want.
44: resize 30%; free rotate 50 degrees left
49: resize 30%
50: do not resize; duplicate and mirror
70: resize 60%
71: resize 60%
77: resize 50%
Apply drop shadow above to all elements.
Hide the background layer and merge visible. Resize the merged layer 85%. Unhide the background layer and add a new raster layer. Select all. Open Paper 9; copy and paste into selection, deselect.
Adjust > Blur > Gaussian Blur > Radius of 5, click OK.
Apply Monti's Circle mask and merge mask layer. Use the Raster Deform tool to adjust size and placement.
Using the rectangle selection tool, draw a selection around the bottom part of the mask, like this:
Make sure the mask layer is the active one. Adjust > Hue and Saturation > Colorize > Hue: 49, Saturation: 122. Click OK. You should now have this:
Crop and resize your tag, add your name (La Portenia de la Boca, Size 72, Stroke 0, background colour set to #fffefc). Apply drop shadow above.
Add all applicable copyright and license info, save as a png and you're finished! I hope you enjoy your new tag.
