This tutorial was written by me on February 2nd, 2013 and was written assuming you have a general knowledge of PSP. You will need the following supplies:

Tube & Image: I used the gorgeous art of Deanna Bach Talsma titled "Secret Kisses". Her tubes are available at PSP Tube Stop, you must have a license to use.
Template #23 from Scrap Rebellion.
Mask #44 from Weescotslass.
Plug-ins used: MuRa's Meister Copies, DSB Flux
Font used: Trinigan

Open the template in PSP, duplicate and close the original. Delete the "info" and "words" layers. Change the canvas size to 850 x 750, unhide the background layer and flood fill the blank area with white.
Activate "pink rectangle" layer; select all, float and defloat. Open paper 9 and resize 70%. Copy and paste as a new layer. Invert selection and tap delete; deselect and delete the original layer.
Activate "heart" layer; select all, float and defloat. Open paper 4 and resize 60%. Copy and paste as a new layer. Invert selection and tap delete, do not deselect.
Open the image that came with the tube, do not resize. Copy and paste as a new layer and arrange within the selection, see my tag for reference. Tap delete and deselect. Change the blend mode to Luminance (L). Delete the original layer.
Activate black rectangle layer.
Change the background colour to #501839.
Activate the font tool, select Trinigan from the drop down menu. Size-24, Alignment-Center, Anti-alias-Sharp, Stroke Width-0, Create as-Vector.
Type "Secret Kisses" and click Apply. Apply a drop shadow, I used H&V 2, Opacity 65, Blur 2.
Objects > Align > Horizontal Center in Canvas.
Layers > Convert to Raster Layer.
Effects > MuRa Meister > Copies > Select Tiling from the drop down menu and change the settings to this:
Activate "black rectangle" layer; select all, float and defloat. Invert the selection. Activate the copies layer and tap delete. Do not deselect.
Open paper 8 and resize 60%. Copy and paste as a new layer and move below the copies layer. Arrange within the selection, tap delete and deselect. Delete the original layer.
For all frame layers, follow these steps:
Select all, float and defloat. Add a new raster layer and flood fill with #8f6664. Deselect. Add the noise effect using DSB Flux Bright Noise with an Intensity setting of 75% and the Mix radio button selected. Delete the original layer. Apply drop shadow to all frames, I used H&V 2, Opacity 65, Blur 10.
Resize the tube 85%. Copy and paste as a new layer and move to the left side of the tag. Apply drop shadow above.
Using the rectangle selection tool, draw a small selection along the very bottom edge of the tube. Selections > Modify > Inside/Outside Feather > Select Both, Feather amount - 10. Click OK. Tap delete once or twice to soften the bottom edge of the tube. Deselect.
Now add your elements, I used:
#19: resize 60%; duplicate and mirror, then duplicate again. Arrange as shown. Add a light drop shadow, I used H&V 2, Opacity 25, Blur 10
#23 & 24: resize each 30 or 35% (mix them up) and duplicate/mirror as desired
#30: resize 35%
#35: do not resize; duplicate and mirror
#60: resize 70%; duplicate and mirror
#71: do not resize.
Apply drop shadow to all element layers (except the bubbles). I used H&V 2, Opacity 65, Blur 10.
Hide the background layer and merge visible. Resize merged layer 85%. Unhide the background layer and add a new raster layer.
Change foreground to gradient, select foreground/background from the drop down menu. Angle: 45, Repeats: 3, Invert: unchecked. Flood fill the new layer with this gradient.
Apply Weescotslass mask #44 and merge the mask group. Use the raster deform tool to move it into place.
Crop and resize your tag (I resized 80%). Change the foreground back to Colour. Add your name using the Trinigan font: Size 80, Stroke 1, create as Vector. Arrange on your tag where desired and convert to a raster layer. Apply drop shadow above.
Now save as a png or jpg and you're finished! Enjoy your new tag.
