This tutorial was written by me on March 4th, 2012 and is the result of my own ideas. Any resemblance to any other tutorial is purely coincidental and unintentional.
PSP version used: X2, but should work in other versions.
This tutorial was written assuming you have a working knowledge of PSP.
Scrap kit of choice: I used a gorgeous kit by Tootypup Scraps called "Spring Dream". This is truly a lovely kit! Check Susan's blog to find links to her stores. Thanks so much Susan!
Tube of choice: I used the art of Roman Zaric. You can purchase his tubes from PTE, you must have a license to use.
Template of choice: I used template #153 by Toxic Desirez, HERE.
Mask of choice: I used mask #29 by Moonbeams & Spiderwebs, HERE.
Plug-in used: Eye Candy 4000 Gradient Glow.
Font of choice: I used P22 OhLey, a pay font.

Place the mask in your PSP masks folder or a folder of your choice.
Open the template in PSP, duplicate and close the original.
Delete the Credits and Words layers.
Resize the template 85% (resize all layers checked).
Change the canvas size to 825 x 750. Unhide the background layer and flood fill the blank area with white.
Activate the first Rectangle Right layer. Select all, float and defloat. Open a paper of choice from the kit, resize 70%. Copy and paste as a new layer and arrange as desired. Invert selection and tap delete. Deselect and delete original layer.
Repeat these steps for the second Rectangle Right layer as well as the Oval and Rectangle layer.
Change the foreground colour to #84947a. Activate the Change To Target brush (located on the side menu) with these settings:
Activate Glitter Rectangle Right layer. Center the paint brush over the canvas and left click. Repeat for Glitter Rectangle Left, Glitter Rectangle, Dotted Rectangle, Dotted Lines 2 and Stars. Apply drop shadow of choice: I used H&V 0, Opacity 50, Blur 10.
Activate Thin Rectangle 1. Select all, float and defloat. Add a new raster layer and flood fill with #84947a. Deselect and delete original layer. Repeat for Thin Rectangle 2. Apply drop shadow of choice, I used H&V 2, Opacity 50, Blur 8.
Activate the Lines Layer. Select all, float and defloat. Add a new raster layer and flood fill with #edd2c1. Deselect and delete original layer. Apply drop shadow above.
Copy and paste your tube as a new layer, arrange as desired and apply drop shadow.
Add your elements, I used:
Bow_03: resize 40%
Deco_05: resize 50%, then 85%
Deco_07: resize 50%; free rotate 37 degrees left and sharpen
Easter Basket_03: resize 65%
Easter Flowers_01: resize 30%
Grass_01: resize 80%
Flower Double_02: resize 30%
Butterfly_01, 05 & 07: resize each 25%
I decided to remove the bottom part of the angled rectangles. First merge together the 4 layers (the two paper layers and two glitter layers), then using the rectangle selection tool, draw out a selection like this:
Tap delete once and deselect. You'll be left with this:
Of course, you can choose to skip this step if you wish. : )
Hide the background layer and merge visible. Resize the merged layer 85%. Unhide the background and add a new raster layer. Select all, copy and paste a paper of choice into the selection. Deselect and apply the mask, merge the mask group. Use the raster deform tool to adjust the size and placement of the masked layer to your satisfaction.
Crop and resize your tag. Add your name and apply a gradient glow using Eye Candy 4000. Select the Medium preset from the Colour tab and click OK. Drop shadow.
Add all applicable copyright and license information. Save as a png or jpg and you're finished!
