This tutorial was written by me on January 2nd, 2012 and is the result of my own ideas. Any resemblance to any other tutorial is purely coincidental and unintentional.
PSP version used: X2, but should work in other versions.
This tutorial was written assuming you have a working knowledge of PSP.
Scrap kit of choice: I used a gorgeous kit by Designs by Stina called "Winter Wonderland". You can purchase this beautiful kit at Aussie Scrap Designs. Thanks so much Stina!
Tube of choice: I used a tube by PinUp Toons. PinUp Toons can now be purchased at CDO.
WordArt is from Pack 3, available HERE.
Mask of choice: I used a mask by Vix, available HERE.
Font of choice: I used Pass The Port, which is a pay font.

Place the mask in your PSP masks folder or a folder of your choice.
Open a new image, 750 x 750, white background.
From the kit, open Frame03 and resize 25%. Copy and paste as a new layer. Using the magic wand, click inside the frame and expand the selection by 5.
Open a paper of choice and resize 15%. Copy and paste as a new layer, arrange within the selection. Invert selection and tap delete, do not deselect.
Open Scene03, resize 13%. Copy and paste as a new layer and arrange within the frame. Tap delete. Apply a drop shadow of choice, I used Vertical -2, Horizontal 0, Opacity 50, Blur 12.
Open Snow, resize 15%. Copy and paste as a new layer and arrange as desired. Tap delete.
Open SnowCones and resize 13%. Copy and paste as a new layer and arrange to your preference. Tap delete and deselect.
Copy and paste your tube as a new layer and arrange on the right side of the frame. Apply drop shadow of choice. I used H&V 2, Opacity 50, Blur 10.
Now add your other elements. I used:
SnowScatter: resize 25%; duplicate and mirror; duplicate again and free rotate right 55 degrees. Resize 85% and remove any excess snowflakes using your eraser.
Stars: resize 25%; duplicate twice and arrange as desired. Remove any excess with the eraser.
SleighBells: Copy and paste as a new layer, resize 15%, then 85%. Free rotate right 15 degrees. Paste and resize again, mirror. Arrange as shown in my tag.
Open the word art and resize 17%. Copy and paste as a new layer and arrange as shown. Change the foreground colour to #f3f3f2 and the background to black. Activate your colour replacer tool to change the colour of the text. Alternatively you could use your flood fill tool.
Drop shadow all elements using the settings above or of your choice. Hide the background layer and merge visible. Unhide the background layer and add a new raster layer. Select all, copy and paste a paper of choice into the selection. Deselect. Apply the mask and merge the mask group.
Crop and resize your tag. Add your name and all applicable copyright and license information. Save as a png or jpg and you're finished! Enjoy your new tag.
