This tutorial was written by me on February 14th, 2011 and is the result of my own ideas. Any resemblance to any other tutorial is purely coincidental and unintentional.
PSP Version used: X2, but should work in other versions.
This tutorial was written assuming you have a good working knowledge of PSP.
Scrap kit of choice: I used an unbelievably gorgeous kit by Bastelgalaxy called "Canterbury Quake Aid". This kit just blew me away with all the lovely elements that are included. I LOVE flowers and this kit has 'em in spades, absolutely beautiful!! You can get it at Aussie Scrap Designs. Thank you for this wonderful kit Angela!
Tube of choice: I used a wonderful tube by Elias Chatzoudis with a valid license. When I purchased this tube, he was at MPT but is now at PTE.
Mask of choice: I used Mask 98 by Weescotslass. Download from her blog HERE.
Plug-in used: Xero Porcelain and Radiance. Download HERE.
Font of choice: I used A&S Jiggy Roman, available HERE.
Drop shadow used throughout, unless otherwise noted: H&V 2, Opacity 65, Blur 8.

Place the mask in your PSP masks folder or a folder of your choice.
Open a new image, 750 x 750, white background.
From the kit, open Frame03 and resize 60%. Copy and paste as a new layer, move to the top left of the canvas. Duplicate and mirror, move this layer below the original. Place below and to the right of the original. Duplicate and mirror once again, and move this layer to just above the background layer. Move to the bottom left under the first copy. You should have something that looks like this:
Activate the original frame layer. Using the magic wand, click inside the frame and expand the selection by 5. Open a paper of choice from the kit and resize 70%. Copy and paste as a new layer, invert the selection and tap delete, move below the frame. Do not deselect.
Copy and paste your tube as a new layer and position her head within the frame. Tap delete to remove the excess and deselect.
Apply Xero Porcelain using the default settings. Then apply Xero Radiance using these settings:
Reduce the opacity to 85%.
Follow these directions for the remaining two frames. Apply a drop shadow to the frames, I used H&V 0, Opacity 65, Blur 12.
Hide the background layer and merge visible.
Copy and paste your main tube as a new layer, move to the right of the frames and drop shadow.
Now have fun adding some of the wonderful elements! I used:
Flower05: resize 45%
Flower 09: resize 60%
Flower03: resize 60%, then 85%; flip.
Flower04: resize 45%
Flower13: resize 60%
Bear01: resize 70%
Ribbon: do not resize
Heart01: resize 40%; duplicate and mirror
Be sure you're happy with the placement of all elements, then hide the background layer and merge visible. Unhide and activate the background layer and add a new raster layer. Selections > Select All. Copy and paste a paper of choice into the selection. Deselect. Apply the mask and merge the mask group. Use the raster deform tool to adjust the size and placement to your satisfaction.
Add your name. I used A&S Jiggy Roman; Size 85, Stroke 2. Foreground colour #f6d708 and background colour #421462.
Add an Inner Bevel effect using these settings:
Apply drop shadow.
Crop and resize your tag, add all applicable copyright and license information. Save as a jpg or png and you're finished! I hope you enjoy your new tag!
